Mr. Rifkin was invited by German Environmental Minister Sigmar Gabriel to give the keynote address at the Informal Meeting of the 27 EU Environmental Ministers, during Germany’s presidency of the Council of the European Union.  In his speech, Mr. Rifkin outlined a strategic economic game plan for ushering in a third industrial revolution and a shift to a post-carbon, post-nuclear era for Europe.
