TO PREPARE FOR THE HYDROGEN ECONOMY.
The signatorees of this manifesto
Believe in the necessity to join together to prepare for a hydrogen economy based on renewable energy sources so that the human specie may finally become a community fully integrated in the earth's biosphere and to promote a new hydrogen based energy regime that will be more sustainable in relationship to local and regional environmental resources which must be preserved for our future generations, and in particular:
- That to be sustainable, the hydrogen economy should be based on renewable energy technologies and not lead to an increase in the use of fossil fuels and nuclear power;
- Recognize that a hydrogen economy based on renewable sources will help achieve the dream of pollution-free urban environments and promote the satisfaction of basic necessities of the local communities through energy self-sufficiency;
- Participate actively in the European debate on the hydrogen economy and exchange information and ideas aimed at fostering the transition towards the hydrogen economy;
- Support the funding of fully integrated renewable energy hydrogen pilot projects for private and public use (such as for instance, urban lighting, heating, and cooling systems, telecommunication and transports), and experiments designed to test the installation, maintenance, distribution, and management of renewable hydrogen based fuel cell systems to better understand how to operationalize a hydrogen based energy infrastructure;
- Support full co-operation between local government administrations and the energy industry, and in particular the renewable energies industry, for a hydrogen economy free from any polluting emission of energy productions based on CO2 or on nuclear power;
- Support the commitment of the European Union for renewable energies, as detailed in directive 2001/77/EC of 27th of September 2001 for the promotion of electricity produced from renewable sources of energy in the internal electricity market,
- Support the creation of consortia aimed at the purchase, rent or leasing of equipment for fuel cells, and for the production of hydrogen from renewable sources;
- Commit to spread awareness of the benefits of the hydrogen economy through specific communication campaigns at the local, national and European level and also among members and associates;
- Support the creation of interactive networks of small energy producers-consumers in conformity to the FACTS (Flexible Alternative Current Transmission System) technology, to allow access to the benefits of an hydrogen based economy to private individuals, consumers, SMEs and citizen associations;
- Commit to create priority relationships between the organizations of the cooperative and workers unions movement and local government administrations to foster Distributed Generation Associations (DGA) capable of attracting large numbers of producers-consumers and help develop a truly democratic energy regime;
- Support the experimental introduction of fiscal incentives and financing schemes aimed at permitting the purchase of renewable energies and hydrogen equipment and the acceleration to the transition towards the hydrogen economy.
- Support the establishment of tighter energy efficiency and conservation standards while making the transition out of a fossil fuel economy into the green hydrogen economy.
- Promote a democratically controlled decentralized green hydrogen economy.
